In California, it wouldn’t make sense to buy a ‘79 when you don’t need a smog certificate for ‘75 and earlier. I would expect that ‘79 Blazer to be malaised.

Like Birdog said, anything pre OBD2 is exempt from testing in Illinois. Even when I brought my Roadmaster in from out of state, it’s OBD1, so no testing.
